PROJECT DESCRIPTION & BACKGROUND

MOTIV-ACTION (Motivating Low-Skilled Adults in Accessing Upskilling Pathways) is an Erasmus+ funded European project designed to address the growing need for effective digital career guidance and support for low-skilled and unemployed adults. As labour markets become increasingly digitalized, many adults face difficulties accessing learning opportunities, employment services, and career guidance due to limited digital competences and unequal access to digital tools. At the same time, career counsellors and adult educators need new methods to combine traditional guidance approaches with digital technologies.

The project was created to bridge this gap by promoting innovative digital guidance services across Europe. It identifies and shares good practices, develops training resources, and creates digital tools that help unemployed adults navigate learning and employment pathways more independently. MOTIV-ACTION also supports employment counsellors, career guidance professionals, and adult education providers in strengthening their ICT skills and adopting multi-channel, learner-centred guidance approaches.

Through collaboration among partners from several European countries, the project produced key outputs including a collection of good practices, an e-Coach training platform, an eBook, an audiobook, exploitation guidelines, and a strategic action plan. By combining human-centred guidance with digital innovation, MOTIV-ACTION aims to increase employability, lifelong learning participation, and social inclusion for vulnerable adult learners across Europe.

TARGET GROUPS

The MOTIV-ACTION project targets groups that play a key role in improving employment opportunities and lifelong learning for adults with low skills. Its primary target group is unemployed adults, particularly those with limited digital skills who may face barriers in accessing training, career guidance, and employment opportunities. The project helps them become more autonomous in their job search by strengthening their digital competences and access to online guidance services. It also supports adult education providers, employment counsellors, and career guidance professionals, equipping them with innovative digital tools, methodologies, and training resources to improve the quality and accessibility of their services. In addition, the project engages national and European policymakers, providing strategic recommendations and action plans that can support the development of more effective digital guidance systems and upskilling pathways across Europe.

PROJECT OBJECTIVES

The MOTIV-ACTION project aims to improve access to upskilling and employment opportunities for low-skilled and unemployed adults by integrating digital technologies into career guidance services. Its objectives are to: (1) inspire career counsellors, employment advisers, and adult educators to adopt digital tools and enhance their ICT competences; (2) support adults in becoming more autonomous and confident in their job-search and career development processes through effective use of digital technologies; (3) develop and share good practices, training resources, and innovative methodologies for digital career guidance; and (4) strengthen cooperation between educators, employment services, and policymakers to promote inclusive, accessible, and high-quality guidance systems across Europe. The project ultimately seeks to increase employability, lifelong learning participation, and social inclusion.

PROJECT RESULTS

The MOTIV-ACTION project produced a comprehensive set of resources to support unemployed and low-skilled adults, as well as career guidance professionals and adult educators, in using digital technologies for learning and employment pathways. Its main results include:

  • Collection of Good Practices – A compilation of successful European examples and case studies demonstrating effective digital career guidance and support for adult learners.
  • e-Coach MOOC and Training Platform – An online training course designed to improve digital guidance skills among counsellors, educators, and adult learners.
  • eBook and Audiobook – Educational materials providing practical guidance, tools, and inspirational stories to help users develop digital competences and career management skills.
  • Exploitation Guidelines – Practical recommendations for learners, educators, employment agencies, and adult education providers on adopting and implementing the MOTIV-ACTION methodology.
  • Strategic Action Plan – Policy recommendations and strategies for integrating digital approaches into the support of unemployed adults at local, national, and European levels.

Together, these outputs promote digital inclusion, lifelong learning, employability, and the modernization of career guidance services across Europe.
